REGULATIONS
on Editorial Board of scientific periodical journals of FSBEO HPE «BrSU»
1. General regulations
1.1. Scientific journal «Systems. Methods. Technologies» is a periodical of FSBEO HPE «BrSU» and meant for publication of the main results of dissertation research for the degree of Doctor and Candidate of Science.
1.2. Publication of the Journal «Systems. Methods. Technologies» and its formation are regulated by main legal documents in the sphere of scientific activity and contribute to implementing effectively the decisions of the Presidium of the Higher Attestation Commission of the Russian Ministry of Education «About the measures on increasing the efficiency of using the List of leading refereeing scientific journals and publications».
1.3. Foundation of the Journal is certified by the decision of the Academic Council of FSBEO HPE «BrSU» № 3, 25 December 2009.
1.4. Information and methodical support of the scientific journal "Systems. Methods. Technologies" is carried out by dissertation councils of FSBEO HPE «BrSU».
2. Purpose and objectives of the Journal
2.1. The main purpose of the Journal is to contribute to increasing the quality of specialists’ training in FSBEO HPE «BrSU» in accordance with the strategic directions on ensuring a unified state policy in the field of state attestation of scientific and scientific and pedagogical personnel and the Development programme of FSBEO HPE «BrSU» for 2008-2012.
2.2. The Journal is involved in the following tasks:
- reflection of the results of the research, scientific and practical and experimental activities of post-graduate students and applicants for academic degrees;
- promotion of the major achievements of university research;
- identification of scientific potential to implement advanced scientific achievements into educational process of FSBEO HPE «BrSU»;
- ensuring openness and transparency when reflecting scientific problematics of research teams of FSBEO HPE «BrSU».
3. Structure of the Journal
3.1. The Journal comprises the papers on the following directions:
- issues of Mechanics and Mechanical Engineering;
- Modelling and Management in Technical Systems;
- Modern Technologies;
- Ecology and Rational Use of Nature Resources.
4. Publication frequency of the Journal
4.1. The Journal is published once every three months (four times a year) with operative and general numeration in the form of the same-type volumes.
5. Journal management
5.1. General management on establishing and publishing the Journal is carried out by the Editorial Board headed by the Chief Editor represented by the Rector of FSBEO HPE «BrSU».
5.2. The Editorial Board analyzes and evaluates papers for compliance with scientific field and requirements for journal papers and their drawing-up.
5.3. The Editorial Board regulates conditions of publication in the Journal for scientific papers, establishes rules of submission for publication.
5.4. The Editorial Board accepts and rejects the submitted materials that do not meet the requirements and rules of submission for publication.
5.5. The right to sign documents that define the activity of the Journal, on behalf of the Founder, belongs to the Rector or under power of attorney to the Deputy Rector for Scientific Activity of FSBEO HPE «BrSU».
6. Editorial Board
6.1. The Editorial Board is the main unit of the Publisher of the Journal. Carried out all the publishing processes including:
- acceptance, registration and storage of incoming papers;
- electronic typesetting and proofreading of manuscripts;
- quality control of materials;
- adherence of the priority for publication and publication schedule at every stage of preparation and distribution of the Journal.
6.2. The Editorial Board carries out the search for the materials to be published in the Journal.
6.3. The Editorial Board carries out individual cooperation with the authors of the papers concerning correction of the papers in accordance with the Rules established.
6.4. The Editorial Board distributes the Journal.
6.5. The Editorial Board makes the materials ready for their being presented to the Higher Attestation Commission of the Russian Ministry of Education.
6.6. The Editorial Board implements the Journal into annual Russian catalogues of periodicals.
6.7. The Editorial Board implements the materials published in the Journal into the databases of the systems of Science Citation.
6.8. The Editorial Board draws up an information page of the Journal on the website of FSBEO HPE «BrSU».
7. Rules for submission
7.1. Scientific papers, which are carried out in strict accordance with the established rules of drawing the materials up, are accepted to publication in the Journal.
7.2. All the papers submitted for publication in the Journal are subjected to refereeing (external or internal) by Doctor of Science of an appropriate scientific field which is an indispensable condition for including the paper in the Journal.
8. Financing of publishing activity
8.1. Financing for the publication of the Journal is carried out at the expense of extra-budgetary funds of FSBEO HPE «BrSU».
8.3. The subscription cost of the issue is based on the actual costs for the production and distribution of the Journal.
9. Procedure for making changes and additions
9.1. Changes and additions to these Regulations are adopted by the Academic Council of FSBEO HPE «BrSU» and approved by the order of the Rector of FSBEO HPE «BrSU».
10. Procedure of reorganization and liquidation
10.1. The decision on reorganization and liquidation of the Journal is made by the Academic Council of FSBEO HPE «BrSU» and approved by the order of the Rector of FSBEO HPE «BrSU».
