REGULATIONS
on Editorial Board of scientific periodical journals of FSBEO HPE «BrSU»
1. General regulations
1.1. The Editorial Board of scientific periodical journals «Systems. Methods. Technologies» and «Problems of Social and Economic Development of Siberia» (hereinafter the Editorial Board) is a structural subdivision of Federal State Budgetary Educational Organization of Higher Professional Education «Bratsk State University» (hereinafter FSBEO HPE «BrSU»), which provide the functions established by Regulations on Editorial Board.
1.2. The Editorial Board is founded by Rector’s order № 90, 20, March 2009 in virtue of the decision of the Academic Council of FSBEO HPE «BrSU» № 12, 27, February 2009г.
1.3. Activity of the Editorial Board is regulated by the federal laws on the media, legal documents in the sphere of scientific activity, decision of the Academic Council of FSBEO HPE «BrSU», and the Regulations.
2. Purpose and objectives of the Editorial Board
2.1. The purpose of the Editorial Board is to publish professionally scientific periodical journals «Systems. Methods. Technologies» and «Problems of Social and Economic Development of Siberia».
2.2. The objectives of the Editorial Board are:
- to realize timely all the processes of publication the Journals;
- to publish scientific materials of theoretical and practical value, prepared at a high scientific level;
- to provide wide exchange of scientific information on the scientific directions pointed in the Journals between higher educational institutions and other organizations;
- to organize the work on increasing the circulation of the Journals and their realization.
3. Structure of the Editorial Board
3.1. The Editorial Board consists of:
- the editorial staff (public deliberative body) of the journal «Systems. Methods. Technologies»;
- the editorial staff (public deliberative body) of the journal «Problems of Social and Economic Development of Siberia»;
- the editorial council (public executive body) of the journal «Systems. Methods. Technologies»;
- expert councils (public executive bodies) of the journal «Problems of Social and Economic Development of Siberia»;
- regular staff.
3.2. Activity of the regular staff is organized by the Executive Secretary, appointed by the order of the Rector of FSBEO HPE «BrSU».
3.3. Editorial staff is appointed by the order of the Rector of FSBEO HPE «BrSU».
4. Editorial Board Management
4.1. General management on establishing and publishing the Journals is carried out by the Editorial Boards headed by the Chief Editor represented by the Rector of FSBEO HPE «BrSU».
4.2. The Chief Editor defines the members of the editorial staff by making the instruction, appoints Deputy Chief Editors and Executive Secretaries of the Journals.
4.3. The right to sign documents that define the activity of the Journals, on behalf of the Founder, belongs to the Rector or under power of attorney to the Deputy Rector for Scientific Activity of FSBEO HPE «BrSU».
5. Functions of the Editorial Board
5.1. The editorial staff regulates the conditions for publication of scientific papers in the Journals, establishes the rules for the submission of the materials for publication.
5.2. The Editorial Board, expert councils on scientific directions:
- carry out the search for the materials to be published in the Journals;
- analyze and evaluate papers for compliance with scientific field and requirements for journal papers and their drawing-up;
- reject the submitted materials that do not meet the requirements and rules of submission for publication.
5.3. Regular staff of the Editorial Board:
- accepts and selects the materials for publication together with the editorial staff;
- organizes the work on refereeing scientific papers by leading experts;
- carries out scientific, literary, technical proofreading of the authors’ manuscripts;
- adherence of the priority for publication and publication schedule at every stage of preparation and distribution of the Journals;
- carries out individual cooperation with the authors concerning wrong preparation of the manuscript or in case of finalizing the paper after refereeing; carries out consultations for the authors concerning the requirements for preparation the manuscript for publication
- carries out electronic data archive for registering the incoming papers, catalogue of authors and referees;
- distributes the Journals via the Agency «Russian Press» and other organizations;
- distributes the Journals timely;
- organizes the work on placing informational materials into the Journals;
- makes the materials ready for their being presented to the Higher Attestation Commission of the Russian Ministry of Education;
- implements the Journals into annual Russian catalogues of periodicals;
- implements the materials published in the Journals into the databases of the systems of Science Citation;
- draws up information pages of the Journals on the website of FSBEO HPE «BrSU», places the abstracts, content of current issues and topical indices of the papers into the network environment.
6. Procedure for making changes and additions
6.1. Changes and additions to these Regulations are adopted by the Academic Council of FSBEO HPE «BrSU» and approved by the order of the Rector of FSBEO HPE «BrSU».
7. Procedure of reorganization and liquidation
7.1. The decision on reorganization and liquidation of the Journal is made by the Academic Council of FSBEO HPE «BrSU» and approved by the order of the Rector of FSBEO HPE «BrSU»
