About the Department

  1. General provisions:

1.1.   International relationships department of Bratsk State University is the structural division of university realizing a policy in the field of international and the foreign economic relations according to the legislation of the Russian Federation and the Charter of University.

1.2.   Activity of Management is carried out according to the legislation of the Russian Federation and the Charter of University.

1.3.   Direct supervision and coordination of the Department activity are carried out by Pro-Rector for Scientific Work of State Educational Institution of Higher Education “Bratsk State University” (SEI HE “BrSU”).

 

  2.      Tasks:

2.1.   Realization of powers of Bratsk State University as independent participant of international and foreign economic activities, within of the competence established by laws of the Russian Federation “About Education” and “About High Education and Postgraduate Education”.

2.2.   Development of offers and realization of strategy international and foreign trade activities of university.

2.3.   Coordination of activity of participants international and the foreign economic relations, touching interests of university.

2.4.   Search of strategic external economic partners and investors.

2.5.   Initiation of mutually advantageous educational, scientific, economic and other projects with foreign partners.

2.6.   Participation in formation of direct cooperation of university with the international financial institutions and funds of foreign countries for realization of joint projects.

2.7.   Realization of forecasting of foreign trade activities.

2.8.   Formation of positive international image of university.

2.9.   Rendering of the organizational and methodical help to structural divisions of the university realizing projects and the programs of the international character, by means of information and analytical maintenance, the help in work with foreign partners and the conclusion of contracts and agreements.

2.10.                   Participation in development and realization of offers on perfection of the mechanism of international and foreign economic relations of university.

2.11.                   Providing of Administration and the Academic Council of SEI HE “BrSU” with information on foreign relations.

2.12.                   Maintenance of realization of the international and interuniversity contracts and agreements.

2.13.                   Coordination of the international programs in the field of international and foreign economic relations in territory of region.

2.14.                   Coordination of activity of university on questions of the international scientific and technical help.

  3.      Functions:

3.1.   Preparing and putting at Rector’s disposal the offers on strategic international issues and their realizations;

3.2.   Conducting regular work on search of strategic external economic partners and investors about use of accessible channels on Regional and on Federal levels.

3.3.   Participation in an establishment and maintenance of direct cooperation of university with the international financial institutions and funds of foreign countries.

3.4.   Realization of an active policy of promotion of interests of university in the field of attraction of investments and the technical help.

3.5.   Development of offers on participation of university in activity of the international organizations and the programs representing interest for university.

3.6.   The control of performance by foreign partners of obligations to university.

3.7.   Participation through the representatives in work of the international organizations.

3.8.   Participation and the organization of work of conferences, the congresses, symposiums, exhibitions on questions of the international connections.

3.9.   The organization of selection and the coordination of projects for a direction in the international programs, the coordination of other projects, officially directed for university.

3.10.            Interaction with representations of the international organizations, programs and the projects working in Region.

3.11.            The organization of reception of official delegations and the diplomatic representatives arriving to university by external connections, the control for observance of the uniform report of the Russian Federation at realization of contacts.

3.12.            Creating and updating of the automated data bank about external connections of university, rendering of the information and consulting for help to an academic council on questions of external connections with use of data from domestic and foreign sources of the information, including, acting on channels of the Ministry for Foreign Affairs of the Russian Federation, the Ministry of Education and a Science of the Russian Federation and other federal enforcement authorities of Russia.

3.13.            Assistance together with the appropriate regional organizations for increase of efficiency of the international cultural, scientific, student, school, sports exchanges and connections.

3.14.            Realization of organizational connections and information exchanges with diplomatic, consular and the trade missions of Russia and foreign countries in interests of university.

3.15.            Rendering of the organizational and methodical help to enforcement authorities and local self-management of region in work on registration of the international and technical help.

One of the most important directions of many-sided activity of Bratsk State University is its international cooperation. This work is regulated and controlled by the Department of International Activity of BrSU.

Since 1994, Bratsk State University has been taking an active part in the realization of “Morozovsky Project”. It is a large-scaled programme on personnel retraining in order to support the entrepreneurship in the Russian Federation. The programme was founded by the leading higher schools of Russia and some European organizations (among them is European Bank of Reconstruction and Development).

Bratsk State University maintains and develops cooperation with many foreign Universities. The most long-term relations were established with Buckinghamshire University College (United Kingdom) in 1996. BrSU and Buckinghamshire University College signed the Cooperation Agreement about realization of joint projects and research and educational programmes.

One of the important aspects of international cooperation is advanced training of BrSU teaching staff and students in Germany, the USA, China, the United Kingdom and other countries. Annually the best students of the University take part in All-Russia competitions for getting a scholarship of the President for studying abroad. They have been awarded with this scholarship more than once.

Bratsk State University has been a member of the International Association of Automobilists’ Education (IAAREE) since 2000. All-Russia scientific conference with international participation “Mechanical Engineers for XXI century” has been carried out at BrSU since 2001.

Since 2003, the University has been a member of the UNESCO-based worldwide association of higher education institutions “International Association of Universities” (IAU) which brings together institutions and organisations from many countries for reflection and action on common concerns and collaborates with various international, regional and national bodies active in higher education.

By making it easier to compare qualifications gained in Bratsk State University across Europe, the Diploma Supplement has been issued to the students of BrSU on graduation since 2005. It ties in closely with the Bologna Process objective to create a system of readable and comparable degrees.

BrSU has been a member of the North-East Asian Forum of University Presidents (NAFUP) since 2006.

BrSU has been a member of the Global Quality Promotion Program/ Centre de Marketing et de Management (Switzerland/France) since 2007.

BrSU has been a member of one of the world’s oldest and largest technical professional association dedicated to advancing technological innovation and excellence for the benefit of humanity the Institute of Electrical and Electronics Engineers or IEEE (the USA). As a member of IEEE, Bratsk State University is working on the problem of Electromagnetic Compatibility and Power Quality in Electrical Networks of Europe.

In 2007 BrSU and Huddersfield University Business School (Huddersfield, United Kingdom) won a grant from international project BRIDGE funded by the UK government. The research issue was “Strategic Management of Social and Economic Territorial Development based on the Effective Interaction of Power and Business”.

Since 2008, BrSU has been a member of Chinese-Russian Alliance for the transfer of new technologies, established by the Shenyang city government (Liaoning province, China).

BrSU collaborates with scientific, educational and industrial organisations in Armenia, Bulgaria, the United Kingdom, Denmark, Israel, Canada, China, Kyrgyzstan, Mongolia, Poland, Belarus, the Republic of Korea, the USA, Tajikistan, Uzbekistan, the Ukraine, Germany, Finland, France, Croatia, Switzerland, Estonia as well as with German Academic Exchange Service/ Deutscher Akademischer Austausch Dienst – DAAD (Germany), International Consultants for Education and Fairs – ICEF (Germany), Russian-British Council, and with several international programmes, such as IREX, the Fulbright Program and others.

BrSU continues its work on admission of foreign students. So, in April 2009 the University participated in the 2nd All-Russia Correspondence Exhibition Open Day. Education in Russia, held under the aegis of Alliance Russian Universities in Mongolia. In June-July 2009 BrSU took part in the 3rd and the 4th All-Russia Correspondence Exhibition Open Day. Education in Russia in Vietnam. The same work is planned to be carry out in Manchuria, China. In 2009 the delegation from BrSU took part in International Exhibition “China Education Expo 2009” held by the Russian Federal Agency of Education in Beijing, China.

Our teachers, students and those who are working for a doctoral or candidate degree take an active part in international symposiums, conferences and seminars.

BrSU cooperates with Russian State Academy for Innovations (Moscow, Russia), Institute of International Educational Programmes (St. Petersburg, Russia), Regional Centre for International Cooperation (Irkutsk, Russia), International Centre for Technology Transfer (Moscow, Russia), Association “Russian House for International Scientific and Technological Cooperation”, Centre for International Academic, Scientific and Technological Cooperation «Internauka» (Rostov-on-Don, Russia).

Bratsk State University maintains close contacts with scientists from Nanao, Japan and Zibo, China.

Bratsk State University is a co-founder of the annual international scientific conference “Problems of Modern Machinery Mechanics”.

In February 2009, the Fair “High technologies from Russia”, timed to the Day of the National Innovation in Thailand, was held under the patronage of the King of Thailand. BrSU was awarded the Diploma of the Russian Federal Agency for Science and Innovation for the high technological level of developments and the Diploma and the Medal of the Associations of Polish Inventors and Rationalizers.

In April 2009, BrSU was awarded the Silver Medal and the Diploma of the Russian Federal Service for Intellectual Property, Patents and Trademarks at the 37th International Exhibition of Inventions (Geneva, Switzerland).

In May 2009, BrSU was awarded the Diploma of the 53rd International Fair of Technique and Technical Achievements (Belgrade, Serbia) and the Diploma of the Ministry of Education and Science for the high scientific and technological level of developments.

In November 2009, BrSU scientists were awarded the Silver Medal at the 5th Seoul International Invention Fair “SIIF-2009” (Seoul, South Korea).

In 2009, Bratsk State University also took part in:

  • the Russian-Indian Forum on Trade Investments organized by the Ministry of Economic Development, Labour, Science and Higher Education of the Russian Federation and held in Irkutsk;
  • the International Construction Exhibition “Innovations in Construction – 2009” held in Ulan Bator, Mongolia and supported by the Ministry of Construction of Mongolia, National Chamber of Commerce of Mongolia and the Guild of Construction of Mongolia;
  • the X International Forum “High Technologies of XXI Century” under the patronage of the Association of Technical Higher Institutions;
  • the 6th Russian-Chinese-Mongolian Exhibition of Science and Technology (Manchuria, China);
  • the International Exhibition “Siblesopolzovanie”.

The developments of BrSU scientists regularly finds an application for foreign scientific, educational and industrial institutions. BrSU research laboratory “Bratskstroyekspert” performs laboratory and analytical research concerned the quality of construction works for companies from Estonia, Croatia, and for “The Tarkett Group” (Nanterre, France). Our scientists have won 10 individual grants for the last five years.

In August 2009, BrSU delegation was a member of the 3rd International Expedition “Youth of Baikal to Heroes of Khalkhyn-Gol”.

BrSU students have a great number of achievements at various international tournaments, the World Championships, the European, Russian and World Cups. So, in June 2009, a Diploma was defended with honor by Alexander Zubkov, the winner of the Olympic Games in Turin, Italy.

Bratsk State University has become an equal partner of a number of foreign administrative, educational, research and production institutions of the UK, Denmark, Israel, Canada, China, Mongolia, Poland, the Republic of Belarus, the Republic of Korea, the USA, the Ukraine, Uzbekistan, Finland, France, Germany, Croatia, Sweden and Estonia for the last five years. BrSU has more than 30 agreements on partnership and cooperation.

Foreign students study at Bratsk State University. BrSU scientists provide scientific guidance and consultancy for foreign postgraduate students and doctoral candidates. BrSU scientists and their colleagues from China, Mongolia and the Ukraine publish scientific and educational works.
